“Up to” in Pokémon attacks: when can you choose zero?
On this page
For Pokémon attack effects saying “up to X,” you can choose zero through that maximum. The February 2026 rulebook update changed this point. It does not make every Trainer or Ability effect accept zero, and an exception applies to unrestricted searches for any card.

Identify which effect you are resolving
First establish whether the instruction belongs to an attack, Ability or Trainer card. Two phrases using “up to” may require different checks because of their context.
In practice, identify the heading and exact instruction rather than finding one word or remembering a similar card. The maximum and additional conditions still matter.
This guide concerns quantity selection. It does not replace target, zone or attack-requirement checks. Choosing an allowed number does not legalise an action failing another condition.
The official Mega Lucario ex example
Pokémon Professor Community explains the change using Mega Lucario ex's Aura Jab. A player can choose to attach zero Basic Fighting Energy even with an eligible Energy in the discard pile and Pokémon on the Bench.
An earlier interpretation required at least one attachment when an option was available. Check dates when reading old explanations; a historically accurate example may no longer describe the current minimum.
This does not make every other instruction optional. Check damage and other effects separately. Choosing zero for one part does not automatically eliminate parts independent of that quantity.
The maximum is not mandatory
A hypothetical attack instruction of “up to three” lets you choose a quantity within its range while satisfying other requirements. Three available options do not force you to choose all three. Four is not allowed merely because additional resources exist.
| Quantity choice | Check |
|---|---|
| Zero | The current minimum may allow it; check exceptions |
| Below the maximum | No automatic requirement to fill the maximum |
| At the maximum | Available options must satisfy the instruction |
| Above the maximum | “Up to” does not permit it |
For an exercise, write zero, one, two and three for an instruction capped at three. Cross out choices unavailable in the actual state. This distinguishes the permitted range from the available resources.
Do not generalise to Trainers and Abilities
The official explanation distinguishes attack effects from other effects, including Trainers and Abilities. It also notes the separate treatment of drawing “up to,” which already admitted zero. “Up to always means zero” therefore overstates the change.
For another kind of effect, check its rule and the particular card clarification. An attack example is not universal permission. Nor should you make the opposite claim that zero is never possible outside attacks.
Identify effect type, instruction, zone, card filter and quantity. Those details support a precise ruling instead of relying on a shortened translation in a discussion.
Unrestricted searches have an exception
The notice identifies an exception for searching the deck or discard pile for any card without specifying a kind: choose at least one. Do not remove that requirement merely because the attack minimum changed.
Check whether the search truly has no filter or specifies a particular class. “Any card” and “a card of a category” are not necessarily equivalent instructions. Retain the exact text when asking a question.
The exception is not permission to invent an unavailable card. Availability, search rules and specific requirements still matter. Describe the full state to a judge if an interaction appears inconsistent.
Keep dates with teaching references
A pre-February 2026 source may accurately explain the earlier interpretation yet be outdated on this point. Record the source and date alongside examples you teach.
The announcement also discussed Pokémon TCG Live's update status at that time. That does not establish how today's client behaves. Use relevant rules for physical play; document the current version, card and sequence when reporting software behaviour rather than assigning it a February status.
Frequently asked questions
Does choosing zero cancel the attack?
Not automatically. Check the remaining instructions; one quantity choice does not by itself erase the whole attack.
Is an old guide requiring one Energy sufficient?
Check its date and context. Aura Jab is explicitly discussed in the 2026 update.
Can I say every “up to” effect allows zero?
No. Effect type and exceptions form part of the rule and must remain in the explanation.
